I get a fatal error when I have too many mods installed (ue5?)

I have like 90 mods installed in ff7remake but I can't seem to have more than 12 in rebirth. I don't have any clue why this is happening or what I need to do.

I tried removing a number of different mods and tried process of elimination to see if it was a specific single mod causing the fatal error, but it wasn't any particular mod, it seemed related to memory. The fatal error would occur at game startup, if I had more than 11 or 12 mods in the folder. (33-36 individual files)
