Ran into a strange damage bug I can't find documented anywhere.

I'm modding ammo types, and I can't verify my work because of this bug.

tl;dr no matter what I do, every ammo type is doing the same amount of damage. I verified this by disabling every mod(including xNVSE) except for NMC's texture pack, starting a new game, giving myself 100 Guns skill, gave myself a La Longue Carabine, 300 rounds of both regular .357 and .357 hollow point each, and Living Anatomy. Tested it by firing at Easy Pete in VATS, and regardless of if I select regular .357 or Hollow Point, I do the same amount of damage.

What's even stranger is the damage is inconsistent in an unusual way. The first time I shoot him, I do the same amount of damage. The second time, I do more. With a fully maxed out Guns skill, you should do at least half of Easy Pete's HP. He has 3 DT from his equipment, and 65 health. Instead, the first shot does 26 damage when firing at his torso or legs. Given the La Longue Carabine's power, I should do at least 32 damage. Maybe a bit more factoring in the bonus from Living Anatomy. The second shot? Always kills him. Doesn't matter if I have HPs equipped or regular .357. Again, firing at the torso or legs. Shooting the head does do more damage, but with HPs equipped and the headshot bonus, I should either nearly kill him or kill him with the first shot.

Is this a known bug that I'm just not finding via search engines?

I did some additional testing, and shooting him in the head does 50 damage first shot with and without HPs.

Edit: Alright, I did some further investigation. It's a bug in JIP LN NVSE. Specifically, the latest version of JIP LN NVSE and its DR/DT bug fix. Turning that off fixes the ammo type bug as well as the inconsistent damage. So, if you're running JIP LN NVSE, turn that bug fix off in the ini, or you will run into this. Hopefully, if anyone runs into this bug, they will be able to find this google topic. The broken version as of February 13 2025 is version 57.30.
