Parallax Problems (SOLVED)

I had parallax finally working today. Here is a cropped screenshot:

 

Now it looks like it did before

 

So what did I do to break it? I'm not 100% sure. I know I reinstalled embers because of an issue with a square light around a torch. I don't know why that would cause this though.

I even re-ran parallaxgen, texgen, and dyndolod, which took like an hour. Same results.

I'm not sure what to do here. I had it working, so I know it's possible. What should I do to try to get it back to the way it was before? Is there some kind of install or load order I should try or something?

I have ENB terrain blending fix but it's not working.

apparently all I had to do was fast travel...??
