FALLOUT 3 GLITCH (perks screen and choosing how the player looks when the game starts)

Hello boys, I recently installed fallout 3 (steam version) and as soon as I open the game and press new game when I have to select the face of my character this happens (a.png) but it doesn't crash in fact pressing "enter" many times makes me continue and just I open the perks book and the problem reappears as in the photo with the pip-boy (d.png).

Is there a mod to fix this?
(it happens as well in fallout new vegas)
