Adding Perk and Message pop up through scripts and quest stages

I've been trying to have a perk alongside a pop up message trigger after a slight time skip of around an hour Via a script when a certain quest stage is met

but I can't find any help online, i've tried looking through vanilla examples but they're so massive i can't find what i'm looking for
