Cant get Mod Configuration to show up in game along with some other mods.

I've been at this for hours and it still isnt working. I have Mod Configuration installed on Nexus and its got the green enabled beside it but its not working. The menu isnt showing up in game at all and some other mods like Nameplates isnt working either. I dont even know if my script extender is working because the mods that need it never show up in game. I have script extender downloaded on nexus and put into my fallout files like a video told me to do. I'll provide a picture of the mods if that help at all.

Are you launching the game through the script extender (by pressing the play button at the top left corner) or through the desktop or steam? Mod-enabled games need to be run through your mod manager. I hope this helps.
