reuinions broken. can not figure out what mod. removeing all mods does nothing.

So load order and modlist posted for anyone who can solve yet another unsuccessful attempt of trying to finally play this game after mods.

 

Problem: no matter what i do Reunions Will not start after giving the cig to dogmmeat. Console commands, removing all my mods and loading the save, telling Valentine to wait till after the quest, everything but starting a new game with a group and playing from scratch to giving the cig to dogmeat over and over again which will take a long... long.. time. there are no mods that change any of the weight values of the quest items and dogmeat just goes back to last spot dismissed to and cannot be interacted with without stripping all factions from him in console. i have already looked at all the other forums and nothing has given me a lead that worked.
