How to install mod for steam game on another drive?

I want to istall Reasonably Sized Crosshairs Mod for BioShock Remastered.

My game folder is located in: E:\Doom\steamapps\common\BioShock Remastered

My game .exe file is located in: E:\Doom\steamapps\common\BioShock Remastered\Build\Final

I install the mod through Vortex but nothing changes in game.

Also I see mod file is in wrong folder, in the game folder and not the folder recomended by mod maker (BioshockRemastered\ContentBaked\pc\FlashMovies)

I reinstalled everything on C:/ and still the mod is not working.
