Complexion 1 is included with the universal skin mod (first link). Complexion 2 and 3 are separate mods that you can choose one of to replace complexion/head 1, if you wish to do so. All links below. There are a lot of eyeliners out there, and the game itself has blush. This isn't the exact liner in the photo, but her liners are pretty cool and one of them is super close.
