I understand this isn’t really most reliable place to ask this, because it’s a question about modding on Xbox. 
But I’m asking select places that are relevant to modding just in case. 

Is there a way to view .esp names via Xbox? 

As far as my research has gone, fallout 4 has one. 
Is there a way to view the names of .esp for mods in your/my LO for Xbox? 
I know that there used to be a way to do such a thing without mods on Xbox. You could just go offline, or so ‘could have’. 
Ever since the December 2023 update that is no go. 

Is there anyway to view the .esp names for mods on Xbox, or is there a mod to do that?

It's been 3.5 years or more since I've played with mods on Xbox, but I remember the only way to see the plugin name (file name, most with ".esp" at the end) of mods was to first have save files with the mod active, then deactivate the mod, press to load a save where that mod was fomerly active in, then the pop-up warning prompt asking you if you're sure you want to load the save with that(/those) mod(s) inactive, it would show the file/plugin name of the mod there and not the mod's usual title.
But there was no way to make anything show a list of all the plugin/file names of all the active mods that one is using.
I think also if a mod the user had was removed from BethesdaNet for whatever reason (by the mod uploader or Bethesda moderators), it would not show up as the mod's title in the user's load order anymore, it would show up as the plugin file name (and not all mods on console are .esp files as far as I remember, but all do still take a mod slot even the smallest of patch mods no matter the plugin type...150 mod slot limit can not be bypassed through legitimate means).
Quite a bit has changed especially with the changes from Creation Club and Mods menus merged into the singular "Creations" menu, I stopped using mods on Xbox in 2020 or 2021 because my Xbox broke at the time (my friend fixed it for me a few months ago, but I only play Skyrim on PC now), so I'm not really sure what's what in it anymore, what has stayed the same or not.
