Just need help getting this mod to work for Fallout 3

Hey just need help making this NCR Ranger Armor work as it gives me in game the red ! icon on the NPCS and Armor provided in this mod. 

Somehow the Elite Riot Gear Works as intended, as I got these two mods installed

Yes I do own New Vegas (It is how I got those two mods above to work)

This Ranger Combat Armor A7 mod doesn't seem to work even with requirements I downloaded from this mod (https://www.nexusmods.com/newvegas/mods/70319) -Physically Based Rangers-

(It works for the ELITE RIOT GEAR PROTOTYPE but does not touch the NCR RANGER COMBAT ARMOR -Original NV Look-)
I extracted the Physically Based Rangers mod for the mesh and textures this mod needed and just copy and pasted the folders from that one into this one. 

(It is not the NCR RANGER COMBAT ARMOR Original look mod causing the issues as it still works and looks fine in game and I even turned it off and still the same Red ! Icon on the Armor and NPCs)

Just curious on how I would go about this as the instructions on the mod I want to work (https://www.nexusmods.com/fallout3/mods/26315?tab=description) (RANGER COMBAT ARMOR A7)
do not seem to very clear and how I would go about to install it and make it work as intended, and yes I did locate the mods files and put them where they are supposed to go as he described in the description but it doesn't work for the NCR Variant only the Elite Riot Gear one works as intended. Sorry to be a bother to anyone, I apologize.
