Won't let me upload a Piper preset I made

I've been trying to upload a Piper preset I made using someone else's Wonder Woman preset (I obtained their permission) and when I try to go to the next step after mod details it keeps telling me I don't have permission. I've never had this issue before and I'm not sure why I can't upload it. I was able to upload presets on skyrim no problem but for whatever reason It won't let me on fo4. any ideas as to why this is happening? I have no strikes on my account and haven't received any notifications of any wrong doings. I try to do it again and then it just tells me the title I chose is already in mod database (only after denying me permission and trying again)

I am kind of in the same position and do not understand why it's a premium member I created my character basically using parts of all kinds of things through race menu then sculpted the head this is nobody's but mine why won't it let me upload or do I have to get permission from every single person that might have created the hair or the eyes when you're picking from hundreds of each of these
