When you configure directories and access rights you need to ensure Vortex can still access directories. This is usually not a bug in Vortex." I can't even manually delete it from the Vortex downloads folder (the file has 0KB size) although everything else can be. I'm using Vortex version 1.13.7 (only installed on my new system on Wednesday), a regular Nexus account, and Skyrim AE 1.6.1170.0 on Steam with SKSE64 installed.
