Illusion Spell Creation Kit question.

I've been playing around with Creation Kit trying to make a few illusion spells but cant seem to know how.

So the idea was to make 2 spells, Fear/Rout and Pacify... Only that i wanna make them touch spells and non-hostile. What i would have to do to make them work? I tried to duplicate the  Rout spell and make the aim type contact but when i put it in the game the spell literally does nothing, doesnt even charge.
