ERROR: TweakDB compilation has failed!

So I've been using Vortex for most all my mods (well over 300) and it was fine, but now it's totally cracked. When booting through the redmod launcher I get this log:

ERROR: TweakDB compilation has failed!

I've tried everything, I'd deleted the cache, ued tweakdb files from a clean install, etc. Now mod that were working consistely get this error: 

Folder Dracul's Atelier is not a valid mod: Missing info.json! Skipping...

And no amount of reinstalling the mod will fix it. Any mod with .reds seems to no longer work in Vortex, when they did before....

Has anyone dealt with this issue?

I started the game up yesterday via Vortex without this error, could you be running a mod (or some) that's not made for the current game version? Like whatever mod is making changes to these attacks. What happens if you try with just, say, TweakXL?

Checking my local copy of Cyberpunk 2077\Cyberpunk 2077\tools\redmod\tweaks\base\gameplay\static_data\database\items\gadgets\gadgets.tweak

shows:

So maybe there's an error with your base game install, try repairing it. GOG can do that, Steam too if you're there.

For me I get this error AFTER I delete modded cache... Reverified game files and its still the same issue... I'm assuming a mod is doing this

could not move file from 'C:\Users\PLANT\AppData\Local\Temp\41BF02EF-4A8BDC30-3B884099-A513A61B.tmp' to 'O:\Games\Cyberpunk 2077\r6\cache\modded\tweakdb_ep1.bin'

It only works once I restore the OLD modded folder
