I/O Error when downloading collections

After getting a new graphics card, I now can't install new collections in any game. Singular Mods still work but all collections don't. I already tried reinstalling Vortex or deleting the app data but that didn't work. Can I fix this in some other way? I don't have any other issues with the new card. I copied the error message bellow. Here are the Details part:

Make sure your storage device is firmly and properly connected to your motherboard. If this was not happening before, you probably bumped it while installing your GPU. 

Changing GPUs will not cause I/O Errors. This would be caused by some other factor (such as a loose connection).
