Repurposing leveling, eliminating level scaling with the skill progression system

If I could overhaul how leveling affects stats, I'd do away with weapon tiers and level scaling, repurpose growth toward the skill progression system.

Use shotguns to increase your aiming, handling, firing speed. Same for other weapons. Use level perks to unlock abilities to support the skills you main with. It feels like this focus would have been a more tightly worked way to feel more individualized in character build. Lots of the tier weapon stats and the cyberware bonus stats just feel like they could all better fit in the skill progression lines, because it's pretty much what they are. We get three different methods of leveling the same skills, with miniscule bonuses and a fragmented approach. Condense all that into the skill progression page and raise the bonuses. Make weapons feel less like loot junk and scrap, give them special corpo personalization. Arasaka branded monowires

Less waste.

I'd overhaul the whole leveling system for it.
