Sneak detection is off?

I only really played through the sewers and the imperial city so far, but is it me or is sneak way way overpowered? Firing near miss flame balls at rats doesn't get them to notice anything, fighting goblins with other goblins in the same room, only noticed by the one goblin, goblin drops dead from fireball, noone reacts, etc
