Trying to create a mod for Remastered

Hey guys, I'm a noob at modding and I wanted to know how to create a mod for oblivion remastered. I want to make an unwearable item wearable simply put. I'm just uncertain on how to create the mod itself. I have TES Construction set but it doesn't work properly and idk why exactly. Can anyone help steer me in the right direction?
