Mod request to Fix the remaster Combat Mage gameplay

In the Classic Oblivion you could play the role of a Combat Mage by being able to Cast Magic while Blocking, you could even cast twice or three times as fast depending on what you held while blocking.

In the Remaster you can't even cast at all while blocking can we get this Fixed?
