Oblivion Remaster plugins.txt causing Exception Access Violation on start up

Really can't seem to fix the issue with the plugins.txt, causing an "Exception Access Violation 000000018" every time I re-set, add a new mod or change my load order.

I had no issue or any CTD for over 50 hours in the game. I am not sure if this began with update 1.14.0. Even though i am on the previous update.
I have tried re-setting my plugins.txt through vortex, and I am sure that my Oblivion remastered esp's are in the right order they should be in.
My load order is 234 mods at the moment with no mod compatability issues.

I can still launch the game and play with all of my mods activated only if I delete the Plugins.txt that Vortex generates, validates or updates every time I move a mod up or down in the load order or add a new mod, and copy and paste an older Plugins.txt from a week ago since I always back up my plugins.txt when adding new mods or changing load order. 

The older Plugins.txt the game actually works with is identical to the one that Vortex would generate currently with the exception that all new mods i have downloaded since that plugins.txt was saved would be on the bottom.
If I try to move even a single new mod in the load order in Vortex and Vortex updates that same plugins.txt the game immediately CTD.

The old plugins.txt works only if I don't update or download anything new, but that prevents me from arranging my load order, and I'm forced to use my mods in the order I have downloaded them which is not sustainable with a large load order.

So I can't understand why an older identical plugins.txt works, but the one Vortex currently generates causes the Exception Access Violation CTD on launch

I am also aware of this post. "There is a bug in Vortex 1.14.0-beta.2 which can intermittently skip plugins.txt file serialization. If you are unable to modify your plugins.txt file or persistently change your load order - switch to the 1.13.7 stable update branch as a temporary fix update to 1.14.0-beta.3.Vortex 1.14.0-beta.3 has resolved the plugins issue mentioned above.
But I can't seem to find a downloaded link.

I am truly sorry for the wall of text. I hope you can get an idea of what the issue is any help or advice will be greatly appreciated.

You need to use the latest beta version of Vortex. This issue has been specifically addressed in v1.14.0-beta3.

Go enable the "Beta" Update channel in Vortex settings, as shown below. You will then receive a notification at Vortex startup to update to the newest beta. Or just click the "Check now" button.

Or you can get the installer from GitHub, though it appears beta3 is not available there yet for some reason...
