[Request] Mod that restores Redwood Market and other areas destroyed or abandoned after the main story

Redwood Market imo is one of the coolest areas in the game but unfortunately after the parade it is pretty much empty, with only a handful NPCs standing around, some of them having buggy spawns too.

 

I think it'd be really cool if there was a mod that restores Redwood to it's pre-mission state, teeming with life.

 

The same could also be done to other areas that get destroyed or abandoned over the course of the story. That way players could experience the city at its peak during the post game. Maybe this is possible via safe editing?
