I feel like no one will ask a question about a mod before trying the mod. And if that happens either the user didn't read the description section or its the mod author fault for not making things clear in the description section.

I do that all the time.  And do I always read the description.  Mod authors can't possibly cover everything, either.  If you don't want comment or questions, turn them off.

I think it's a different situation than disabling comments. Sometimes I feel like I want to only support people who have installed my mod. This option might remind people to actually post things related to the mod itself, and users can still search the comments before asking a question.
