There are no women's hats in Fo4. That's a fact. The only headwear that suits them is a beret, gray knit hat and a newsboy cap.

 

Perhaps some of the nuances of the conversation can get lost in translation.

No proper female hats exists in the game.

I have some mods that add a lot of different female clothes including some hats. Though my personal preference is no hats on women anyway.
