cannot download mods through vortex (error 403)

OS: windows 10

vortex version: latest (just downloaded today)

games affected: all games

no matter what i do (logging out/in, reinstall) i cannot download mods through vortex, making it impossible to use things like collections. i can download things manually, and the mods DO work once manually installed, but the mod manager itself cannot download mods.

 

edit: i tried using the new nexus downloader, and that didn't work either. some unhandled exception error.

edit 2: it seems i CAN download the mod if i hit the download button again to re-download it. it just doesn't work the first time.
