What is the reason why the mod may not load into the Creation Kit?

I wanted to make a patch for the mod:

In addition to this mod, I chose Skyrim Project Optimization SE in the Creation Kit. But after downloading the HS Player Home - Vlindrel Hall mod, it is displayed as unused. What could be the problem?

In CreationKitPlatformExtended.ini, I set the bSupportFormat171 parameter to true.
