"Failed to check dependencies" when installing collection

I've been trying to install a collection, and Vortex constantly pauses the installation at about 93% over multiple retries with "failed to check dependencies" errors, and skips to deploying with an incomplete collection. Since I was also getting Failed to Update Masterlist errors, which could be fixed by VPN, I guess the dependencies problem is related to that too. My access to Nexus and all the downloads were normal, and nothing seems blocked by firewalls. Why would Vortex need to access any other site to check for dependencies, and is the information included in collection downloads insufficient for checking dependencies? How could I fix this?
