Downloads don't obey the "do not install during download" collection setting if restarted manually?

Basically during my installation for Gate to Sovngarde (huge collection for Skyrim SE) I had a brief network outage (or so I assume) that caused a bunch of mod downloads to fail. I ordered them to Retry download under the Downloads menu, but then Vortex would install all the resumed mods as soon as download finished, showing prompts for installation options when applicable. The problem is that normally the collection installer handles all of those options and the player is not supposed to handle them individually. If there is an option to make resumed mod downloads follow the collection installation setting, including "do not install when downloading" and all the installation options, what should I do on the interface? Or should I do nothing and the failed downloads would just resume by themselves?
