How is access to institute teleportation determined?

I quite like Conquer the Institute but notably the teleporter remains inoperable, which is a shame. I would like to somehow re-enable the instant fast travel and blue light effect, but unfortunately, I have no idea what the scripts do, and how it is determined.

As i remember, aux quest named InstituteTeleportEffects or alike handles visual effect by monitoring Location change, it can be stopped. Don't know how travel method is controlled.
