Offsite links in mod desc leading to content that may be breaking the site rules/content/virius/etc?

Can anyone tell me where to report this or what I'd click under report abuse? It appears a user may be using the 'mirror site' to bypass site guidelines and I'm a bit concerned about it. It doesn't seem to be an option in reports and may be an exploit/report option that needs to be added and or addressed because of the content guidelines. ie, offsite links being used to bypass content protection/guidelines/etc.

I will not state who I suspect on here as it's borderline right now as the actual mods hosted here seem to be... reasonably legit but I find them rather disingenuous as they've been edited so that the content is limited but semi functional (but I will say from a search is that they've been banned from the forums as far as I can tell, and while I can't find a ban reason, the locked thread was for, lets call it a related incident), but if a mod (Only a mod with a proper tag thanks, I'm not trying to start a public witch hunt if I'm wrong) would pm me I'm willing to go into more detail, or if a mod publicly thinks I should contact the support e-mail I will.
