Skyrim Unable to Move In Third Person View

I see that this has been a relatively known issue where you couldn't move in third person view, but I just can't find a clear answer to whether this is a mod issue, or a game issue. To give context, in third person view you couldn't move at all, and the sensitivity when looking up and down was super slow. Although, you were able to jump and look side to side just fine. I've seen many people talk about this issue, but never an answer that could clear it up for me. So people please help me, cause I'm really clueless right now.
