Vortex seem to be already running

I'm having this issue where Vortex will not run. I've tried opening it normally and running it as an admin. I've tried doing what it suggests and checking the task manager, but I can't seem to find anything that is vortex related. I've tried uninstalling and going through all my file to see if there's a duplicate. 

Has anyone run into these issues or know how to fix them?

Vortex is not running, the error message says it is running. Check Task Manager to end the process, restart your computer, or reinstall Vortex. Run the program as administrator and make sure the software is up to date.

@UnlightedFlukeI think that you should search for answers on the Vortex Support forum ( https://forums.nexusmods.com/forum/4306-vortex-support/ ), I am pretty sure this problem has been posted several times there.  Additionally, I think that the current directions for Vortex is to NOT run it in admin mode.  You can check the recommended settings while you are in that forum.
