Collection mods can't be enabled due to cyclical rules

I created a collection of working mods to make it easier to redowload and install as needed. The mods had no cyclical rules when I created the collection. After downloading and installing the collection I was notified that it can't be deployed because it contains cyclical rules. It's only one mod (Ograts by Mihail) and, interestingly, the cyclical rule is for that mod only coming before and after itself. There's only one copy of the mod in the mod list so it's not like I have several copies of it with some set to run before and others after or anything like that. Plus, as mentioned earlier, this cyclical rule didn't exist prior to creating the collection.
