Persistent 403 Forbidden Error when trying to download a specific mod

Basically, whenever I try to download Smart Bound Longbows, I'm taken to a 403 page upon hitting the "slow download" button. Each and every single time. I did some searching, and apparently 403 errors tend to be user side, but I'm at a complete loss, since, as noted below, this is the ONLY mod I'm having trouble with.

* I've tried with multiple browsers

* I use manual download

* This is the ONLY mod causing the problem

Try clearing all cookies in your browser for NexusMods.com and log in again.

I just tried clearing cookies on Vivaldi, Firefox, and for good measure Edge.. No joy, sadly.
