[Wuchang: Fallen Feathers] [HUD] Make Spells/Items Hotbar Always Visible

The UI in Wuchang: Fallen Feathers already allows players to display both spell and item hotbars by simply holding down each of their respective hotkeys.

For instance, holding down "G" displays a spells hotbar, while holding down "R" displays the items hotbar.

Genuinely think a QoL mod like this would be super useful and totally awesome to see.
