Fallout 4 mods won't go away

I've unmanaged the game. I've disabled mods I didn't want, and started new saves. I even un-managed, and verified file integrity, and opened straight from Steam. That still didn't work, so I uninstalled, and reinstalled it, which took all night because the game is so massive. And still everything is there. I started to manage F4 again after that, and all the mods are still detected, but as "never installed". Before all of this, I tried to simply create a new collection that was nice and simple, that didn't help either.

I have no idea what to do next to get rid of these mods. I'm getting annoyed and a bit impatient as mt niece wants to see the scary and creepy monsters, but I have mods from a couple years ago I forgot about that are nsfw, and she's too young to see that.

If I missed any potentially important details, I am more than willing to share them.
