I want to make a weapon that levels with the player

I'm looking to make a weapon that levels along with the player, which I know is possible, but I have no idea how to go about doing it.

 

If someone could either point me in the direction of a mod that does this so I can pick it apart, or post a description of how to do it I would be grateful (or post a link to a tutorial).

I want the weapon to level automatically, not by using an item to change it manually.
