I suspect a big part of the problem with getting this to work the way people envision has to do with narrative structure. Lonesome Road is a very linear story. You are following a straight line (more or less) on the map with lots of scripted events that can be predicted by the writer based on this; when the Ralphie stuff comes up, when conversations are queued, et al. Simply having him reproduce the sounds for sneaking, enemies encountered, etc won't really make him feel alive the way the LR ED-E did.

 

To really give him a personally you would need to add dialogue trees and have him react in a scripted way, possibly having him react to certain things you encounter in the main game the way some companions are designed to comment on them. For example: in the vanilla game the dead courier outside the Mojavi Express office just gets left there forever, even after the Powder Gangers are chased off. The guy who made the Desmond Harper companion had Desmond remark on this, asking why the hell no one has moved the body. You could have ED-E do his little excited sound and shake, thus inviting the player to interact with him and have a "conversation" about it. This is all entirely doable but would require a lot of work to pull-off in a satisfying way.
