You can find your Fallout 3 folder at "C:\Program Files\Steam\steamapps\common\fallout" assuming steam was installed into the default folder. In your Fallout 3 folder will be a variety of sub-folders and files including the Data folder. You can then now you know the directory install and play mods just like everyone else.
