Not really the right section for this since I'm assuming that you're talking about the vanilla game, and not modded.

However, the answer is the same. There is no best for everything short of a scripted kill effect. Everything has its own share of resistances, and unless you become familiar with what things are strong or weak to, there is no single answer. Everything has some resistance to simply by nature of their wisdom stat. Things with an ability or spell effect that adds resistance to magic works on all spells, regardless of what form that damage might take. Things with a resistance to poison are resistant to damage health. Things which are resistant to a given element take less damage from that element, but do not necessarily have any weakness to other elements. In the long run, it doesn't matter since you should always have an ability to deal with different situations. Even something as arcane as enchanting a weapon with a weakness to normal weapons is not always a good idea since this can cause creatures with damage reflection to deal even more damage to you. Use what feels right.

That said, damage fatigue owns all, so long as you can keep it up and they don't reflect damage. It doesn't add damage, but just makes it so that eventually they won't be able to do anything since they'll be on the floor limp.
