Skyrim doesn't always start in full screen?

So I've noticed lately that Skyrim isn't always starting in full screen (I see the border of the window clipping over to my second monitor.)

 

I've had performance issues, lock ups, and CTD as a result of windows mode and I'd rather just avoid it.

Are there any common issues that can cause Skyrim to stop using fullscreen?

 

I have a nvidia card, so nvidia experience is present. I use NMM to launch SKSE to launch skyrim.

 

 

A simple alt-tab puts it into a proper full screen mode, but everyone knows how finicky skyrim is about alt tabbing.
