Fallout 3 offline help or guide

I hope the title is sufficient, but im looking for a guide in order to get Fallout 3 working with mods, and dlc offline. I have a unique problem with this in that I have been playing with GFWL and have saves in there, but I can't get Fallout 3 to load them offline, nor any of the dlc. I have the saves and dlc in the correct folders (Saves and Data folders respectively), but Fallout 3 doesn't recognize nor load the content (I had FOMM move the content for me automatically). On the launcher I check the dlc to load, and also do the same through fomm, but it just doesn't load offline. The Saves I realize can be another issue due to the mods and dlc I play through on Live. And my last question, so that perhaps I can come up with a guide on my own if there isn't one already online, is can I install two copies of Fallout 3 on one system and how would I go about doing this?

Thanks so much overload. This guide was a godsend. And now that im not using GFWL Fallout 3 actually closes without freezing. It makes me wonder what other technical difficulties might be solved by switching to offline. Also you might want to add that the Save folder Vista uses to pull up your Fallout 3 saves is C:\users\<your login name>\Documents\My Games\Fallout 3\.
