ZombieUK
If you have a Mouse with a reel( the wheel between the two buttons used to scroll up and down pages) click down hard on that and move the mouse. Should do the trick. Ok?

ZeonicGlory
Alternatively, you can push and hold down on the "F" key and move your mouse around while holding down the key. Or, you can access the console by hitting the "~" button, typing tfc hitting enter, then pressing the "~" button again to exit the console. This let's you use free camera mode, to exit free camera mode, repeat the steps.
Skree000
to view your char from the front push and hold F, this allows you to orbit the camera around your player with the mousewheel. if you are in first person view, push f once to get to 3rd person view, then hold F. The F key is your friend :) (in morrowind i think it was the R key or G.. )
