Some of these ideas are not so original, but anyway here they are:
1) Fortify shout 20%

2) Oblivion's Evony Blade enchantment where NPCs don't treat attacks as assaults (ie kill while they are smiling at you)

3) Shocking soul trap and Freezing soul trap (they've got fiery soul trap, so why not?)

4) Mehrunes' razor enchantment (chance to 1hit kill) but lower the odds

5) Weapon enchantment that casts calm on enemy

6) Elemental fury weapon enchantment, increases attack speed

7) Mind control, 50% chance of causing the target to obey you for 60 seconds

 

Here's another concept for enchanting, exclusive to dragonbone weapons - being able to carve words of power onto dragonbone weapons and infusing the power with a dragon soul, resulting in a unique enchantment. For example Fus to cause extra stagger, Yol for greater fire damage, liss for chance to freeze enemy(ice form) etc.

And I really like the dragonbone idea, but I suck at scripting so I have no idea how I'd do that :P

Unless I made it so that when you learn a new word/unlock one you also get the enchantment for it and the enchantment can only be put on dragonbone... that sounds somewhat doable...
