VATS blood splatter setting

Fallout 3 uses a very odd method of scaling to different computer power capabilities. I personally love it, mainly because it means I can play the game on High and get great performance and I can't tell too much difference from Ultra. However, somethings still bug me about going back to high after using Ultra for months.

 

The one I really hope you can help me with is the blood splatter in VATS. In Ultra, there is a marvelous cloud of blood that arises when a headshot makes contact, but in High there is barely a red haze and some fuzzy glowing balls.

 

I have a good 5-10 FPS to spare for upgraded graphics and I would love to get that effect back. Is there a specific setting that allows that? I've put over 150 hours into the game so I rely on little joys like that to keep it interesting between mods and DLC.
