Just go to wild and train yourself. If you are strong enough, i would suggest you going to some Daedric ruins. Also check your armor, if its class compares with class in your Major/Minor skills.

You can use trainers, but it is the easiest way to gain levels.

What is the urgency? The game monsters etc are levelled with you so there are some things it is far less trouble to do at a lower level (temple pilgrimages for instance). Certain skills will go up very rapidly indeed just by using them. The fastest I have found is hand-to-hand. There are also quasi-cheat methods e.g. stand in a bunch of cliff racers and let them attack, your armour skills shoot up. If these are major or minor skills you level quickly. And train if you want to; there are trainers for most skills in Balmora including two master trainers. If shortage of cash is a drawback check out the forum to find the egg mine with the daedric dai-katana lying about and the shipwreck with the glass armour. These will keep you in training funds for quite some time.

There is no more help we can give. Unless you want to cheat by using the console the best thing is to train. There are trainers in your major and minor skills in Balmora. Everytime you do ten trainings in any of them you will level up.

What Ashlander caravans are you talking about? I assume it is a mod. If you are talking of the camps, don't try taking them out if you intend to play the main quest by the standard route. Also they are used in several other quests, too.

And if you are short of cash to train I have given you two ways to get money very easily at a low level.

Some mods deliberately make it difficult for you to level up. Check the read mes to make sure you aren't playing one of them.

Outcast ashlanders. Yes, in most cases they are hostile but there are a few exceptions. It is difficult to level up fast at the beginning except by training I'm afraid. For long blade, each time you hit an opponent it counts towards going up a level but you need to have 10 skill level increases (major and minor) as I said before you level up in the game. Get the money and train at the beginning. It really is the only way. Join some of the factions, they pay after a while and take you to places you can get reasonable loot. You can sell weapons and armour up to 10000 to the talking mudcrab and that plus most other stuff to the Creeper in Caldera. Or keep away from the areas with hostile ashlanders until later. There are plenty of quests to do around Vivec!

Get the Redoran quests from the smith in the council chamber. The first doesn't earn you much but the second will get you a weapon thst is worth 16000 gold. AFAIK you don't need to be any particular level to do them.
