Permanent Ability from "Newheim's Special"

Hi all :smile: , I completed the Newheim the Portly's "Heirloom" quest and as a reward he gave me a bunch of "Newheim's Special" drinks and after drinking that I got an effect of "Inebriation" for 2 minutes (which was no problem) but also a PERMANENT Drain Intelligence and Willpower Ability.

How can I remove that ability? I think that was pretty stupid
