F-Com confusion

I'm having some trouble understanding what's going on. Firstly I installed oblivion and done everything for f-com as instructed. Now here are some wierd issues.

 

1. The game loads just fine and starts playing with all the mods enabled but one thing I've seen when making a new game is no OO posters. I was looking for those to confirm if the patch actually works. I don't even know if the F-com really works or not.

2. I saw those skelaton guys in the Emperor's gardens with a shield that's nothing but a yellow exclamation mark.

3. In relation to 2 I noticed the shield was also wirrten in I think German (I'm using the English version of Oblivion). About 1/4 of everything in Oblivion is filled with german or whatever language it is but it's extremely annoying.

I have additional conerns as well. It's probably my load order but when I had either my deadly reflex or unnessary violence on, whenever I attacked in any way, my game froze and I was forced to restart my computer every single time.

PS: All my load order arrangement was done through BOSS.

 

 

Edit: In addition to my current problems my game randomly crashes at different unexplainable points.

I'm not sure if this is going to help completely but, your only supposed to have one warcry esp on, its supposed to be the "warcry Ev.esp" or something, the "Ev" stands for English version. The other warcry.esp is the German version. Hope that helps a little and good luck.

That load order was done with BOSS? It's all messed up, man. For starters, you do have two WarCry's. All you need is the "WarCry EV.esp". You don't need "Francesco's Optional New Creatures Add-On.esm", all the monsters and more are found in MMM. You only need one Bob's Armory. The load order is a mess, dude. I can't correct everything here, but the Unofficial patch and TNR both need to be at the top of your load order. Go HERE for a second opinion on your load order. You'll need to manually rearrange it, but if BOSS gave you your current load order I wouldn't trust BOSS anymore.

As far as the big yellow exclamation marks, that means your missing a mesh. Something wasn't properly installed. You may need to reinstall all the resource files.
