Malchik
It's ages since I played it but I'm sure he was at the bar. Go into the CS ticking only the mod data files. Find him in NPCs (should be asterisked) and check where he is supposed to be. If he is not there you can add him manually taking the identifier from the CS and using the console command placeatpc "identifier" 1,20,3. He will then appear right behind you. However if his absence is indicative of something more serious it might not do more than get you started.

Malchik
Open the construction set and when it is open look along the bar ar the top to find data files. Click on it all all the game datafiles available to you will appear unchecked. Find the ones that relate to private mobile base and check them. If you mark the main one as 'active' it will put an asterisk against everything added by that mod when you want to look. However be careful not to make any changes. Then press okay and there will be some whirling and grinding as the CS extracts all the relevant data. Press okay to any conflict messages that appear. Once the whirring and grinding has stopped look along the series of topics just below the top bar on the left side and find NPC. The NPC you want will almost certainly have been given an identity reference by the creator of the mod and by default the NPC list you will see is in alfa order of the identifier. You can scroll down to find the asterisks or click on the 'name' bar and sort them by name. Except in rare circumstances the name is usually the same as the one used in game. If you click on the name of the npc you want (left click I think but I may be wrong) you have a small box including 'information' this shows you the place where the NPC should be in the game. However if the NPC position is affected by a script this may not work. If it does you will at least know where he should be. Reading left of the name you will find the identifier. It may be the same as the name but in mods this is often not the case. Make a note of the ID. Back in your game at any time open the console (key above the tab key) and type placeatpc"id code" 1,20,3. The id code has to be exactly as shown in the data file and is in inverted commas. If you are still having problems PM me. I'll be here for another 45 minutes.
