Trying to get rid of Constant Rumbling/Thunder Sound

When in exteriors, seemingly regardless of where I am or what time in-game it is, I get rumbling that sounds very much like the amb_weather_extrathunder sound effects (very distant thunder). This happened on a character that's a few hours into the game, and on a completely new character.

 

I had Climates of Tamriel and Audio Overhaul for Skyrim mods installed; disabling/uninstalling them don't seem to do anything. I read somewhere that Skyrim prefers "raw" files over those in BSA archives, so I've tried placing silent clips in sound/fx/amb/weather/thunder with the same names as the extrathunder files, but that didn't help (I tried doing this for some of CoT's cotsndXX.wav sound files as well, which are also thunder effects; didn't help).

 

I've found information about a somewhat similar issue where Alduin's Storm Call sound effect loops, but trying the solution to that (sexchange console command) didn't do anything either.

 

I've pretty much no clue how to approach this anymore; can anyone help out?

(A way to figure out exactly which sound file is playing would be awesome too, if possible. There's a ToggleAudioOverlay console command, but that doesn't seem to do anything...)
